The Florida Planning, Accounting, and Ledger Management (PALM) Project is replacing the State of Florida’s current accounting and cash management systems with an integrated, enterprise financial management solution that will allow the State to organize, define, and standardize its financial management processes. 

A system that allows the State to organize, define, and standardize its financial management business processes and that complies with Sections 215.90-215.96, Florida Statutes.

In 2014, the Florida PALM Project was created with the goal of modernizing the state’s financial management processes and system. The Department of Financial Services established the Project Team. Funding is appropriated each year and can be found in the General Appropriations Act released by the Legislature. Links to specific appropriations can be found on the Project’s Proviso page.

Florida PALM will replace the main components of the FLAIR subsystem (Central, Departmental, and Payroll) as well as the cash management and accounting management components of the CMS. Florida PALM will interface with all other FFMIS partners.

The State has procured Oracle® PeopleSoft’s financial management software and Oracle Cloud-based infrastructure services.

Florida PALM has a single sign-on experience regardless if you are assigned one or multiple roles within Florida PALM. Agencies will work with the Department of Financial Services (DFS) Division of Accounting and Auditing (A&A) to manage any Separation of Duties (SOD) conflicts by providing compensating controls documentation in advance.

Florida PALM will provide the functions to support the state’s accounting and cash management in accordance to the approved standardized business processes.

Florida PALM will be developed to support the identified points of data exchanges with agency business systems. The Project Team will help agencies understand Florida PALM functionality so they are able to design, build, and test Florida PALM interfaces to meet their unique needs. 

Agencies should expect to retire the business systems that will duplicate Florida PALM functionality. Agencies should work with their Legislative committee staff to confirm the future of their business systems, and if there is a related plan for retirement as a result of Florida PALM implementation. Business Requirements are specific items that describe the required functional and technical capabilities of Florida PALM. They specify what Florida PALM must do, not how it should do it.

There will be several changes to the Chart of Accounts structure (number of fields and lengths of fields) and values (numbering). The COA Design evolved and was refined through iterative and collaborative work with Department of Financial Services (DFS) Divisions and Offices, agencies, and enterprise partners. Learning programs have been created in the People First Learning Management System (LMS) for cash management functionality. They are organized by Florida PALM end user role. It is recommended you take Florida PALM training in the LMS based on your Florida PALM role(s). You can see the list of LMS trainings, listed by Florida PALM role, by viewing the CMS Wave Training Curriculum and Role to Course Matrix on the Florida PALM User Support Page.

When you log into your People First Learning Management System (LMS) account, keyword search for 'PALM TECH' and you will see available Florida PALM training. Review Taking Florida PALM Training to understand how to access the People First LMS.

Agencies can request that accounts be created for their subcontractors to access Florida PALM training on the People First Learning Management System (LMS). Contact your Change Champion Network’s Training Liaison for assistance with requesting an account. The Florida PALM Project is planned to be a multi-phase project. The first implementation was launched in July 2021. The next major implementation is scheduled to release January 2026. All agencies will transition to Florida PALM in 2026 for the remaining functionality. The full timeline is located on the Project Timeline page. 

 

The Project Team uses email subscription and the Florida PALM website as primary sources to share information. Agencies are encouraged to share information through their established Florida PALM Change Champion Network. Questions may be submitted to FloridaPALM@myfloridacfo.com at any time.

Cash management functions (requesting bank accounts, obtaining reports related to bank deposits and return items, communicating with Treasury, trust fund investing/disinvesting processes, and Consolidated Revolving Account (CRA) reporting), will be replaced by Florida PALM.

It is a stand-alone environment that looks and feels like the Florida PALM Production (live) environment. It mimics the Production environment so you can practice entering transactions and running queries and reports without impact to Florida PALM or your agency. Think of it as a practice environment.

Each Friday, the Sandbox will be refreshed, and all your practice transactions and queries will be erased and replaced with current data from the Production environment, so end users have updated Florida PALM data in the Sandbox. The Sandbox will be unavailable from 5:00 – 9:00 pm each Friday for the Sandbox refresh. Batch processing of interface files will not be used to support the Sandbox. New data will come in by way of refreshes from Production.

Accessing and using the Sandbox is easy. Current Florida PALM end users will: 

• Go to https://finsbx1.flpalm.myfloridacfo.gov
• Login using the same credentials as the Production environment
• Begin using in the system. Please note, end users will only be able to perform the functions they currently are assigned in the Production environment. 

You must be a current end user in Florida PALM. The Sandbox access mimics the Production environment access; therefore, access is given to those who hold a role in Florida PALM. End users are only able to access the functionality they have in the Production environment. Review the Florida PALM Access job aid to better understand how end user roles relate to system access.

You will automatically have access, no need to request Sandbox access. 

Only CMS Wave end users have access to the Production environment. At this time, the Sandbox only mimics CMS Wave functionality and does not contain future system functionality. 

No, your work in the Sandbox will not affect the Production environment. 

If you have a system request or experience issues in the Sandbox or the Production environments, the Ticket Request Form should be completed online prior to contacting the Florida PALM Solution Center. You can attach screenshots and other related information to assist the Solution Center with diagnosing your issue.
