Chief Financial Officer Blaise Ingoglia Announces Legislative Priority to Establish Florida Stablecoin Pilot Program

1/12/2026

Tallahassee, Fla. – Today, Florida Chief Financial Officer Blaise Ingoglia announced his legislative priority to establish the Florida Stablecoin Pilot Program and officially accept stablecoin as payment for services from the Department of Financial Services (DFS). This legislation is sponsored by Senator Nick DiCeglie (Senate Bill 1568) and Representative Jeff Holcomb (House Bill 1415).

“Following President Trump’s signing of the GENIUS Act, Florida must ensure that our state is keeping pace with technology and the President’s bold vision,” said Chief Financial Officer Blaise Ingoglia. “I am proud to propose legislation that will ensure Florida is ready for the future of financial transactions with stablecoins and that we are protecting consumers in the financial market.”

“Stablecoins are becoming an increasingly popular form of payment and financial asset for Floridians. I am proud to carry this legislation and work with CFO Ingoglia to ensure that Florida’s state government is always evolving and modernizing,” said Senator Nick DiCeglie.

“Florida has led on every front over the last several years, and we must continue to raise the bar for innovative legislation. I thank CFO Ingoglia for trusting me to sponsor this bill, and I look forward to working with him to get this important piece of legislation passed,” said Representative Jeff Holcomb.

This legislation will establish the Florida Stablecoin Pilot Program within the Department of Financial Services and will enable DFS to accept stablecoins as payment for fees, including licensing, applications, renewals, and other regulatory fees administered by DFS. This legislation is the first step towards the goal of all of Florida state government accepting stablecoin for payment. The Department will establish a digital wallet address for the receipt of payment stablecoins. The legislation also provides DFS with the authority to create a Florida Stablecoin.
