Florida PALM Payroll Management
What is Payroll Management? Payroll Management includes functions that support the management of payroll lifecycle activities. This includes maintaining employee records, calculating and processing payroll, payroll deductions and remittances, tax reporting, and other related activities.
How will payroll be handled in Florida PALM? Florida PALM is an integrated system that is replacing FLAIR PYRL and Employees' Information Center (EIC). The Florida PALM payroll module will interface with the Human Resource Information System (HRIS) (i.e., People First or Highline).

Employee Initiated
What is different or changing?
- Florida PALM is replacing the Employees' Information Center (EIC)
- Earnings statements will be in Florida PALM
- W-2 Tax Forms will be in Florida PALM
- Users of the new Employee Self Service (ESS) site will need to create new login credentials
- Florida PALM is replacing payroll processes currently in Human Resource Information Systems (HRIS) (i.e., People First or Highline)
- W-4 updates completed in Florida PALM
- Direct Deposit information maintained in Florida PALM
What is the same?
- No change to pay schedule
- Time and attendance remains in the agency’s HRIS
- Insurance benefits maintained in People First
Payroll Processing
What is different or changing?
- Florida PALM is replacing FLAIR PYRL
- Daily On-Demand payroll is going away
- Position funding will be maintained in Florida PALM
- Negative balances will be known two days before payday
- Preliminary payroll process in Florida PALM will allow agencies to correct (reduce) payments prior to issuance
- No more EFT cancellations
- Preliminary payroll process will occur in Florida PALM with more integration with Human Resource Information Systems (HRIS)
- One-step process to correct payments prior to payment being issued (no more EFT cancellations)
- Paper warrants will be available during the afternoon, two days before pay day
- The overpayment process (the salary refund) will be significantly different
What is the same?
- People First and Highline are not going away
- PARs will continue to be processed in HRIS (i.e., People First or Highline)
- Agency’s positions managed in the agency’s HRIS
- Time and attendance remains in the agency’s HRIS
- Insurance benefits maintained in the agency’s HRIS

- No more FLAIR Departmental Posting of Payroll
- Reduced Redistributions (i.e., position percentage splits, position multi-funding)

- Agencies will continue to redistribute for time-based position allocation
