During the investigation, the Jacksonville Sheriff’s Office requested the assistance of the Division of Investigative and Forensic Services’ Bureau of Fire, Arson, and Explosives Investigations to respond to a fire at a Lowe's Home Improvement Store located at 9525 Regency Square Blvd., Jacksonville, Florida. Prior to the detective’s arrival at Lowe's, staff located three items that had been set on fire, including merchandise packaging for a microwave and shower enclosure. Additionally, surveillance video showed both subjects were in the area of the fires. Each location was examined, and there were no competent sources of ignition other than human intervention at each location.
Crispen Jeremy Hart and Donovan Latravian Frank were arrested by the Jacksonville Sheriff’s Office and booked into the Duval County Jail. Hart and Frank face charges of arson. If convicted, they each face more than 20 years in prison.
