Charles Ghini currently serves as the Chief Information Officer for the Department of Financial Services (DFS). He was appointed to this position in July 2014. He has over 30 years’ experience as a business and technology leader and manager with a diversified background in information technology and product development.
Prior to his current appointment, Charles was the Deputy Director for OIT where he provided strategic direction and oversight of statewide initiatives for DFS. Earlier in his career, he successfully managed and deployed the statewide communication network, MyFloridaNet and was subsequently appointed Director of the DMS Division of Telecommunication (DivTel); which is a self-funded organization that provides telecommunication services to state, local government and radio services to law enforcement. He also served as a communications engineer supervisor for the SUNCOM network, where he developed the State of Florida’s internet presence in the early years of the Worldwide Web’s emergence. Later, he became the Chief Operating Officer of the State Technology Office (STO), with responsibilities for the Shared Resource Center and as the State Telecommunications Director focusing on the SUNCOM network services.
Charles holds a degree in Mechanical Engineering from University of Grenoble in France, where he grew up. He also earned a BS in Computer Science from FSU while working for the State of Florida.
Doug McNease serves as the Deputy Director for the Office of Enterprise Applications and Infrastructure (OEAI). He was appointed to this position in September 2016, and is responsible for providing a wide range of cost effective information technology services to our 15 divisions and 2 commissions within DFS.
Doug is a successful IT professional with over 16 years of experience in the information technology field including project management, hands-on-development, and consulting. He has deep experience in managing all phases of technology implementation projects, and is confident tackling complex organizational challenges and leading diverse groups of stakeholders toward achieving a common goal. Doug has provided senior project management and development support to numerous public and private sector projects.
Doug holds a Bachelor’s Degree in Business from Florida State University.
Carlton Bassett serves as the Deputy Director for the Office of Enterprise Financial Support Services (EFSS). He was appointed to this position in December, 2017, and is responsible for the technical support for the Florida Accounting Information Resource(FLAIR) system which is utilized to perform the State’s accounting and financial management functions. He is also responsible for the overall operations of the agency data center.
With over 30 years of experience in the Information Technology industry, in both the public and private sector, he has managed application development teams for 20 years. His teams have supported platforms ranging from COBOL legacy systems to large Java and .Net applications. He has been part of and/or led many IT projects from small endeavors to multi-year engagements. Prior to his appointment with EFSS, he was the IT Director of a team which supported over 50 applications in its portfolio, including financial systems and interfaces to FLAIR.
Carlton holds a Bachelor’s Degree in Computer Science from Florida State University and has been a PMP certified project manager since 2007.
