CHIEF INFORMATION OFFICER - SCOTT STEWART

Scott Stewart currently serves as the Chief Information Officer for the Florida Department of Financial Services. He was appointed to this position in April, 2020, and is responsible for overseeing the department’s information technology program.

With over 25 years of experience in senior leadership roles, in both the private and public sector, he has worked for the State of Florida in a variety of roles, most recently as Director of Information Technology for the Florida Prepaid College Board. Previously he served as Assistant Secretary and CIO with the Department of Children and Families, Interim Secretary of the Department of Management Services, CIO for the Agency for Workforce Innovation, and state’s Department of Business and Professional Regulation, and other state agencies. He also worked for Walt Disney World and Scotty’s.

Scott holds a Bachelor of Science in Business Administration from Florida Southern College, Lakeland, Florida, and Master of Business Administration from Nova University, Ft. Lauderdale, Florida.

Deputy Director – Doug McNease

Doug McNease serves as the Deputy Director for the Office of Enterprise Applications and Infrastructure (OEAI). He was appointed to this position in September 2016, and is responsible for providing a wide range of cost effective information technology services to our 15 divisions and 2 commissions within DFS.

Doug is a successful IT professional with over 16 years of experience in the information technology field including project management, hands-on-development, and consulting. He has deep experience in managing all phases of technology implementation projects, and is confident tackling complex organizational challenges and leading diverse groups of stakeholders toward achieving a common goal. Doug has provided senior project management and development support to numerous public and private sector projects.

Doug holds a Bachelor’s Degree in Business from Florida State University.

Deputy Director – Carlton Bassett

Carlton Bassett serves as the Deputy Director for the Office of Enterprise Financial Support Services (EFSS). He was appointed to this position in December, 2017, and is responsible for the technical support for the Florida Accounting Information Resource(FLAIR) system which is utilized to perform the State’s accounting and financial management functions. He is also responsible for the overall operations of the agency data center.

With over 30 years of experience in the Information Technology industry, in both the public and private sector, he has managed application development teams for 20 years. His teams have supported platforms ranging from COBOL legacy systems to large Java and .Net applications. He has been part of and/or led many IT projects from small endeavors to multi-year engagements. Prior to his appointment with EFSS, he was the IT Director of a team which supported over 50 applications in its portfolio, including financial systems and interfaces to FLAIR.

Carlton holds a Bachelor’s Degree in Computer Science from Florida State University and has been a PMP certified project manager since 2007.
