Chief Financial Officer Blaise Ingoglia Announces Arrest of Unlicensed Insurance Agent and Accomplice
10/27/2026
TALLAHASSEE, Fla.- Today, Chief Financial Officer Blaise Ingoglia announced the arrest of an alleged unlicensed insurance agent, Yaudat Antonio Ohan, and his accomplice Alberto Villaruel. The Department of Financial Services, Criminal Investigations Division (CID), made the arrests after Ohan allegedly operated as an insurance agent without a license, and Villaruel allowed Ohan to provide fraudulent insurance coverage as the agent-in-charge of their insurance agency.
Chief Financial Officer Blaise Ingoglia said, “Floridians’ insurance policies are meant to protect them, not fund criminals’ bank accounts. Insurance fraud is a crime tax on law abiding Floridians, and I will not stand for that cost to be passed onto Florida families. Anyone acting as an unlicensed insurance agent or anyone aiding unlicensed agents will face the full brunt of the law and be put in handcuffs.”
The investigation was initiated when a construction company submitted two fraudulent Certificates of Insurance (COIs) to a DFS compliance officer. The insurance company confirmed that the policies were never active and the premium of $10,500 was paid to Ohan, who provided the company owner with COIs.
After shifting the investigation to Ohan, who had been permanently barred from holding an insurance agent license since 2002, CID detectives discovered that Ohan acted as an insurance agent at Villaruel’s insurance agency. Additionally, further investigation showed that Villaruel knew that Ohan was unlicensed and let him collect premiums without providing valid insurance coverage.
Yaudat Antonio Ohan was arrested on September 28, 2026. He has been charged with conspiracy to commit racketeering, organized scheme to defraud, grand theft, uttering a forged instrument, unlawful use of a telecommunications device, transacting insurance without a license, and insurance funds diversion.
Alberto Villaruel was arrested on October 20, 2026. He has been charged with grand theft, organized scheme to defraud, and conspiracy to commit racketeering.
Prosecution of this case falls under the jurisdiction of the Miami-Dade State Attorney’s Office. The Criminal Investigations Division (CID) encourages anyone with knowledge of fraud to contact the insurance fraud hotline at 1-800-378-0445 or report it at FraudFreeFlorida.com | Florida Department of Financial Services.
