About Us

The Division of Rehabilitation and Liquidation (Division) is one of 13 divisions within the Florida Department of Financial Services. It serves as the Receiver of insurance companies that are placed in receivership, primarily for purposes of rehabilitation or liquidation. Under an order of rehabilitation, the Receiver seeks to remedy the problems that resulted in the company being placed into rehabilitation. In liquidation, the Receiver collects all assets of the company and ultimately distributes the available assets to claimants under a statutory prioritization. In both instances, the Receiver is responsible for conducting business on behalf of the company that has been placed in receivership. This process entails providing an array of services which include Accounting, Asset Recovery, Claims, Legal, Information Technology, Administrative Services, and Estate Management functions.

Business Applications Manager

SUMMARY:

​The Division is seeking a Business Application Manager. This position supervises the Business Applications Development Unit within the Information Technology Services section. The position is located in our Tallahassee office.

GENERAL DUTIES INCLUDE, BUT ARE NOT LIMITED TO:

The duties and responsibilities of this position include the following:

  • ​Supervises and leads a team of IT professionals who have accountability for data analysis, conversion, migration, reporting, business application design and development, and intranet/web design for the Division and insurance companies in receivership. 
  • Manages the takeover of insurance company data and coordinates with receivership and third-party IT staff members to obtain data for the receivership process
  • Oversees the analysis, conversion, and migration of claims information from insolvent insurance companies and other data for import into systems for the Division and Guaranty Associations for the processing of claims and a variety of processes.
  • Performs business analysis and requirement definition activities to deliver applications that meet the needs of the Division's business units.
  • Analyzes and determines compatibility of business applications, new designs, or modifications with other systems.
  • Provides project management for the design, development, and implementation of authorized Division information systems.
  • Performs research into new development tools, languages, and techniques in order to keep our business applications aligned with industry trends.
  • Conducts needs assessment, proposes plans, and sets schedules.
  • Creates, evaluates, revises, and implements IT policies, procedures, guidelines, performance objectives, metrics, and controls to ensure data accuracy, security, regulatory compliance, and timely response to requests for technical assistance. 
  • Performs contract management functions in support of section needs by participating in the solicitation and monitoring of provider contracts for IT functions from outside vendors, providing technical assistance, and completing other program management activities in compliance with policy regulations.
  • Travels to insurance companies placed in receivership for conservation, rehabilitation, or liquidation as required.
  • Performs other duties as required.

SALARY RANGE:

​The hiring salary for this position is $95,000.00 – $100,000.00 per year.

MINIMUM QUALIFICATIONS:

  • ​A bachelor's degree from an accredited college or university in management information systems, information systems, computer engineering, computer science and four years of professional experience in information technology, information systems, network administration, or data processing, two of which must have been in a supervisory capacity, or
  • Professional experience as described above may substitute on a year-for-year basis for the required   education, two of which must have been in a supervisory capacity, or
  • Two years as a Senior Data Engineer with the Receiver.

PREFERENCES:

Preference may be given to applicants with experience in one or more of the following areas:

  • Project Management Professional Certification (PMP) or Agile Scrum Certification
