About Us

The Division of Rehabilitation and Liquidation (Division) is one of 13 divisions within the Florida Department of Financial Services. It serves as the Receiver of insurance companies that are placed in receivership, primarily for purposes of rehabilitation or liquidation. Under an order of rehabilitation, the Receiver seeks to remedy the problems that resulted in the company being placed into rehabilitation. In liquidation, the Receiver collects all assets of the company and ultimately distributes the available assets to claimants under a statutory prioritization. In both instances, the Receiver is responsible for conducting business on behalf of the company that has been placed in receivership. This process entails providing an array of services which include Accounting, Asset Recovery, Claims, Legal, Information Technology, Administrative Services, and Estate Management functions.

Director of Information Technology

SUMMARY:

​The Division is seeking a Director of Information Technology (IT). This position is responsible for planning, directing, and coordinating all IT-related activities of the Division and serves as a member of the senior management team. The position is physically located in the Tallahassee office.


GENERAL DUTIES INCLUDE, BUT ARE NOT LIMITED TO:

The duties and responsibilities of this position include, but are not limited to, the following: 

  • Directs and leads a team of IT professionals who have accountability for infrastructure and business application development activities for the Division and insurance companies in receivership.  
  • Manages the development, implementation, installation, and operation of IT systems.
  • Oversees the takeover of IT operations of insurance companies in receivership, the analysis and migration of data, website design and development, and system security, access, and operations.
  • Advises management regarding IT policies, procedures, and methods for using technology to help achieve receivership and operational objectives.
  • Creates, implements, and evaluates IT policies, guidelines, performance objectives, metrics, and controls to ensure data accuracy, security, regulatory compliance, and timely response to requests for technical assistance. 
  • Partners with key staff to develop strategic and operational plans aimed to assess IT needs and recommend solutions that meet critical success goals and determine scope and priority of projects.
  • Develops and manages a budget for the IT section.
  • Performs contract management functions in support of section needs by overseeing the solicitation and monitoring of provider contracts for IT functions from outside vendors, providing technical assistance, and completing other program management activities in compliance with policy regulations.
  • Serves as a representative for IT communications with guaranty associations and other receivers.
  • Serves as Continuity of Operations (COOP) Coordinator and develops, maintains, and tests disaster recovery plans.

SALARY RANGE:

​The hiring salary for this position is $110,000.00 per year.



MINIMUM QUALIFICATIONS:

  • A bachelor's degree from an accredited college or university in management information systems, computer science, computer engineering, mathematics or information systems and six years of professional experience in information technology, information systems, network administration, software development, five of which must have been in a supervisory capacity, or
  • Four years as a Business Applications Manager with the Receiver, or
  • A Certified Public Manager (CPM) certificate can substitute for one year of the required supervisory experience.
